The National Education Policy is a comprehensive framework to guide the development of education in the country. As a policy of education, it not only guides the development of education but also provides directions for regulating and promoting education. The education policy covers education at all the stages including early childhood care and education, school education, higher education, teacher education and vocational education. National Education Policy, 2020 The National Education Policy 2020 is the first education policy of the 21st century in India and it aims to address the many growing developmental imperatives of our country. NEP, 2020 was released on 29th July, 2020 in India. As per the policy the aim is to have an education system by 2040 that is second to none, with equitable access to the highest-quality education for all learners regardless of social or economic background.
The Policy proposes the revision and revamping of all aspects of the education structure, including its regulation and governance, to create a new system that is aligned with the aspirational goals of 21st century education, including SDG4, while building upon India’s traditions and value systems. The policy recommends four national curriculum frameworks such as – National Curriculum Framework for School Education (NCFSE), National Curriculum Framework for Early Childhood Care and Education (NCFECCE), National Curriculum Framework for Teacher Education (NCFTE) and National Curriculum Framework for Adult Education (NCFAE). The first National Policy on Education was formulated in 1968, the second was in 1986 modified in 1992 and the latest National Education Policy in India is NEP, 2020.
Task Tracker
MoE has created a task tracker of the National Education Policy (NEP) in which there are different types of tasks given in the tracker, task number, title of task and the output of the task are given in the tracker and the task progress of each month is updated by nodal officers.
SARTHAQ Documents
In pursuance of the goals and objectives of the National Education Policy (NEP) 2020 and to assist States and UTs in this task, the Department of School Education and Literacy has developed an indicative and suggestive NEP Implementation Plan for School Education, ‘Students’ and Teachers’ Holistic Advancement through Quality Education (SARTHAQ)’. This implementation plan keeps in mind the concurrent nature of education and adheres to the spirit of federalism. States and UTs can adopt/adapt this plan with local contextualization and also modify as per their needs and requirements. The flexible nature of this implementation plan will help in cohesive implementation and joint monitoring by the centre and states. SARTHAQ has been developed through a wide and intensive consultative process with States and UTs, Autonomous bodies and suggestions received from all stakeholders, around 7177 suggestions/inputs have been received from them. A teacher’s fest, the ‘Shikshak Parv’ was especially organised from 8 to 25 September 2020 for discussing various recommendations of NEP 2020 and its implementation strategies, this attracted around 15 lakh suggestions.
The major focus of SARTHAQ is to define activities in such a manner which clearly delineate goals, outcomes and timeframe i.e., it links each recommendation of NEP with 297 Tasks along with responsible agencies, timelines and 304 outputs of these Tasks. Attempts have also been made to ensure that the activities identified are built upon the existing structure rather than creating new structures. Thus, SARTHAQ takes care of the spirit and intent of the Policy and is planned to be implemented in a phased manner.
